- Move cpu_detect to absl::base_internal, adding the kNvidiaGrace and kIntelGraniterapids enums.
- On aarch64 Linux, implement custom ISAR0.RNDR checking logic to distinguish kArmNeoverseV2 from kNvidiaGrace.
- Add IsSMTEnabled and NumContextsPerCPU
